Put some lube in the condom so you can rub it on your fore skin making the skin slide easier and smoother.

Pull the skin back less, like 50%? You can put the condom on without pulling the skin back at all tbh, to me it doesn't matter too much. Condom sex is still condom sex. That sensitivity goes away with time. I had the same issue and it just went away after awhile. But it took months? It was a long time.

But tbh never had that issue with a condom tho.

Most of the time I put the condom on I put it with the head sheathed.

You don't have to pull the foreskin back to put it on. Just practice with it if you're having trouble in the moment.
